SECTION 4. MEETINGS OF COUNCIL.

Regular Meetings:
At seven o’clock P.M. on the first Monday in January following a regular municipal election the Council shall meet at the usual place for holding Council meetings and the newly elected members shall assume the duties of office.  Thereafter the Council shall meet typically, the second (2nd) and fourth (4th) Monday of each month at 6:00 p.m., but not less frequently than twice each month.

Special Meetings:
Special meetings shall be held upon vote of the Council taken in any regular or special meeting, or shall be called by the City Clerk upon the written request of the Mayor, the President of Council or three members of the Council.  Any such vote or request shall state the subject to be considered at the special meeting and no other subject shall be there considered.  All special meeting shall be held on at least a twenty-four (24) hours notice.

Council shall not take action on any item of business at any special meeting of the Council unless it has been stated in the notice of the meeting.

Conference Meetings:
Conference Meetings are public meetings, intended for matters, which are expected to come before the Council for formal action at a regular meeting or items needing direction by the Council.  Items to be considered will be placed on an agenda as required by the open meetings statutes.  Conference Meetings will take place directly following all regular Council meetings.  All rules of Council pertaining to open meetings apply to Conference Meetings.  Public testimony during Conference Meetings will not be denied before Council.  The Rules of the Council shall provide citizens 5 minutes to speak before the Council on all items considered.  Any person wishing to address Council must provide their name and address.

At Conference Meetings, the Council will receive information and presentation of issues from City staff and citizens. Council may direct questions to members of the public or another interested party for clarification, and may request that certain information be provided or issues be addressed when items are further considered at another Work Session, Regular and/or Special Meeting.  No formal vote of the Council may be taken at a Work Session.

ALL MEETINGS of the Council and of committees thereof shall be OPEN to the public, subject to the provisions of the open meeting law of the Ohio Revised Code, presently contained in Section 121.22 therein, and its journal shall be available for public inspection at all reasonable times.  The rules of the Council shall also provide that citizens of the City shall have a reasonable opportunity to be heard at any such meeting in regard to any matter considered thereat.
All meetings of City Council will be broadcast live on a local radio stations and/or cable network and rebroadcast on cable network at prescheduled times up to the next formal meeting.

Meeting Minutes:
The Council shall cause written full and accurate minutes to all public meetings be prepared promptly, filed, and maintained by the City Clerk.  All such record must enable the public to understand and appreciate the rationale behind the public body’s decision and this record shall be open to public inspection.
 
Public Participation:
Any citizen or constituent shall have the right to address council during meetings.  Citizens may address Council to provide information regarding problems or issues or to present a “formal complaint”.  If a citizen wishes to voice a “formal complaint”, a written copy of the complaint shall also be provided to the city clerk within three days of council meeting.  The Council will acknowledge any questions or concerns from citizens during the public meetings and provide written follow-up for “formal complaints” prior to or at the next Regular Scheduled Council meeting.

The Rules of the Council shall provide citizens 5 minutes to speak before the Council votes on any issue.  Any person wishing to address Council must provide their name and address.

The Rules of the Council shall also provide the opportunity for a Public Discussion to be held immediately prior to meeting adjournment during all Regular or Special Council Meetings.  Any person wishing to address Council during the Public Discussion must provide their name and address.  This will provide citizens the opportunity to present grievances or offer suggestions for the betterment of municipal affairs.  It will also guarantee all citizens the benefit to be heard in regard to any matter considered thereat.  Any person wishing to address Council during a Public Discussion will be limited to 5 minutes unless a pre-scheduled opportunity, subject matter stated, is presented to the City Clerk not later then the Friday prior to any regular scheduled meeting or not later then noon of such day of any special meeting.  From this request a citizens will be scheduled an additional 5 minutes during said Public Discussion.

COUNCIL PACKETS:
Council Packets will be distributed to each Council member on the Tuesday prior to the Regular Scheduled Monday Council Meeting.  The Council Packet will contain a detailed list of all items contained in the Council Packet.  A Public Records Request for the upcoming Council Packet shall be made available immediately following the Wednesday distribution to each Council Member.

Council Packets for Conference Sessions will be distributed to each Council Member on the Monday prior to the next Regular Council Meeting.  Each Council Packet will contain a detailed list of all items contained in the Council packet.  A Public Records Request for the upcoming Council Packet shall be made available immediately following the Tuesday distribution to each Council Member.
