2005 Budget

It was reported by the Auditor, at the 2-12-07 “Regular” City Council Meeting, that the City received a certificate of achievement for excellence in financial reporting by the Government Finance Officers’ Association of the United States and Canada for its Comprehensive Annual Financial Report (CAFR) for year ending 2005.

My opinion about this award award:

This award is not judged by the content (balanced budget) but on appearance only. It doesn’t really matter that the city is facing bankruptcy just that the documents prepared are neat and organized. Have you ever known someone to have an exceptionally orderly and tidy home, but found out later they lost that home due to financial difficulty? Outside impressions are not always what they seem.

Let’s take a look at a portion of a document, Schedule of Findings and Questioned Costs, for the Year Ended December 31, 2005; full document can be found in its entirety on the State Auditor’s website:

The City should receive an award for appearance.  Not only do we pay for this award we contract and pay a company $25,000 to prepare this report.
